Gelderland visitor guidance: the national trial, Arnhem’s published residency policy and its public-use restrictions.
01A city in the national trial
Arnhem’s framework differs from ordinary toleration.
Arnhem’s municipal rules and the national participant list place the city in the controlled cannabis supply-chain experiment. This is a specific, conditional framework, not unrestricted legalisation.

A written rule and its enforcement are different questions.
Under-18s cannot enter. Arnhem’s published rules include the Netherlands-residency condition but say it is not actively enforced because serious structural nuisance from non-resident visitors has not been shown. The mayor can begin enforcement after a locally coordinated decision if that changes.
This describes the published policy, not a guarantee of visitor admission.
03Public use has local boundaries
The Arnhem APV distinguishes Opium Act lists and places.
Article 2.4.4 prohibits public use and preparations involving article 2 substances citywide. For substances covered by article 3, the prohibition applies in areas designated by the municipality and within 200 metres of primary, secondary and vocational schools.
The general SmokeUp map does not show those legal boundaries. Check municipal decisions and posted signs rather than assuming a public place is permitted.
04Give neighbours space
Keep entrances clear and avoid noise and parking nuisance.
Arnhem requires operators to prevent nuisance around their premises, including loitering and parking problems. The national trial also prohibits nuisance nearby. Follow local instructions and keep pavements and doorways clear.
05Check P+R before travelling
Large events can make GelreDome’s P+R unavailable.
Arnhem’s municipal parking page says the GelreDome P+R is unavailable during large events. Check the event link on that page before relying on it, and plan an alternative arrival option.
The council also lists P+R Station Arnhem Zuid. Public transport costs are separate from parking; check the linked page for current arrangements.

- No later published mayoral decision resuming residency enforcement was found in this targeted check. Day-to-day admission remains unverified.
- The APV and 2024 enforcement policy corroborate the public-use and school-zone rules, but a complete current set of designated-area boundaries was not located in the 4 October 2026 search. No restriction overlay is provided.
- Temporary event measures and on-street enforcement practices were not exhaustively mapped; follow current municipal notices and posted instructions.
- Individual permits, operating status and opening hours have not been checked; this guide does not establish venue coverage.
- Live transport disruptions, journey times and local non-emergency medical services have not been checked.
