01Local policy changed in 2026
An April policy change did not immediately replace every earlier provision.
The drug-policy decision effective 2 April 2026 partly replaces the 2017 policy. It says the provisions relating to coffeeshops remain until replacement rules take effect. The current registry and original gazette publication agree on this transition.
A later municipal decision page could not be read during this check. SmokeUp has not established whether subsequent rules have ended that transitional position.
02Do not assume visitor eligibility
Age and identification do not settle the outstanding local-policy question.
National guidance sets an 18-year minimum and requires valid identification. Assen’s older 2017 policy also includes age and residency conditions. Because a later local policy decision could not be verified, this guide does not present the older eligibility provisions as a confirmed statement of today’s admission policy.
03Public use is prohibited by the APV
Article 2:74a applies in specified public settings.
The APV prohibits use, administration and preparations for use of substances covered by articles 2 or 3 of the Opium Act on roads, in other public places and in publicly accessible buildings. The current consolidated text is corroborated by its original official publication.
A general city map does not identify places where use is permitted.
04A safety-area designation has an end date
The register lists this measure from 21 October 2025 through 20 October 2026.
The published decision designates a safety-risk area for a stated 12-month period. Together with APV article 2:76, it provides a framework for weapons-related search orders under the applicable legal conditions.
This is a public-order measure, not permission for drug use. Check official updates after 20 October 2026; this research has not established a renewal or mapped the legal boundary.
05Keep access routes clear
Entrances and tactile guidance lines need to remain usable.
When arriving on foot or by bicycle, keep doorways and tactile guidance lines clear. The local APV addresses obstructive cycle parking and objects on guidance lines. Current station facilities, cycle-parking opening hours and journey disruptions still need a separate check.
06Know how to get urgent help
Call 112 for immediate danger or serious injury.
For an emergency, call 112 and say what happened, where help is needed and which service is required. National guidance lists 0900 8844 for non-urgent police assistance.
Still to check.
- The municipal decisions page for 31 August 2026 returned HTTP 403. Its apparent later policy decision could not be read, so the final replacement policy and current visitor/residency enforcement remain unresolved.
- The safety-area decision has a stated end date in October 2026. A renewal or replacement after that period has not been confirmed; its boundary is not shown on SmokeUp’s map.
- Assen’s main municipal website also blocked the bicycle-parking page. Current arrival facilities, transport disruptions and city-specific non-emergency medical services remain unchecked.
- Other temporary event or public-space measures may apply. Individual venue permits, admission and operating status have not been checked.
