01Outside the national trial
Do not apply Arnhem or Groningen’s framework here.
Eindhoven’s policy says the city did not join the controlled cannabis supply-chain experiment; the current national participant list corroborates this. Conditional toleration and local conditions apply. This is not unrestricted legalisation.
0218+ and local eligibility
Age and residency are separate conditions.
The municipal policy and national guidance set an 18-year minimum. Eindhoven’s current published policy records that administrative enforcement of the residency criterion has remained suspended since 15 January 2019. National guidance confirms that enforcement differs locally.
The published suspension is not a guarantee of admission, and an individual operator may still apply house rules.
03Do not use in public
Eindhoven’s APV applies beyond streets alone.
Article 2:74a prohibits using or administering substances covered by articles 2 or 3 of the Opium Act on or beside a road, in another public place or in a publicly accessible building. It also covers preparations for use and openly having related objects or substances.
A venue’s conditional tolerance does not make nearby streets, parks or other public places lawful places to use.
04Follow the posted house rules
Avoid blocked pavements, loud noise and litter.
Eindhoven’s policy requires house rules addressing parking, noise, obstructive bicycles or scooters, and litter. These support the national nuisance restriction. Leave entrances and pavements clear and respect instructions on site.
05Arrive by train or bus
Centraal and Strijp-S serve different parts of the city.
Eindhoven’s transport guide lists Eindhoven Centraal and Strijp-S stations. It describes Centraal as roughly five minutes on foot from the city centre and links to rail and local bus journey planners.
Use the council’s transport page to plan the actual journey; this guide does not provide live timetables or disruption information.
06Know how to get urgent help
Call 112 for immediate danger or serious injury.
In an emergency, call 112. For non-urgent police help, national guidance lists 0900 8844.

- Targeted registry and municipal searches on 4 October 2026 did not identify a later published decision ending the residency-enforcement suspension. Absence from search is not proof that no later decision exists; individual admission remains unverified.
- Temporary event measures and on-street enforcement practices were not exhaustively mapped; follow current municipal notices and posted instructions.
- No individual venue permits, live opening hours or operating status have been verified; this is not an Eindhoven venue inventory.
- Live transport disruptions, journey times and local non-emergency medical services have not been checked.
