01A newly updated municipal policy
Use the policy effective from 19 September 2026.
Groningen’s 2026 integrated drugs policy replaces its 2024 policy. Both the municipality and the national participant list confirm Groningen’s participation in the controlled cannabis supply-chain experiment. Local conditions apply alongside that framework.
0218+ and alcohol-free premises
The trial keeps important entry and conduct restrictions.
The municipal policy and national trial rules prohibit admission of under-18s and alcohol on the premises. They do not establish automatic visitor eligibility.
The trial permits local residency conditions in Groningen. SmokeUp has not independently confirmed their current local application.
03Risk information and neighbourhood care
Training and prevention information are part of the rules.
Groningen requires relevant staff training and visible prevention information. National trial rules also require staff to explain risks and available help. These obligations are not proof of compliance at an individual venue.
The city’s policy addresses nuisance including noise, litter and parking. Keep the surrounding street clear and quiet.

- Current local application of the residency criterion needs further municipal confirmation; no tourist admission is promised.
- Public-space by-laws, temporary restriction zones and event-specific measures have not been mapped or checked.
- Individual permits, operating status, staff-training compliance and opening hours have not been audited; this is not a Groningen venue inventory.
