Hilversum. Know the local boundaries.
Hilversum’s local rules, station-area restrictions, newer public-order measures and practical arrival information. Temporary measures and admission questions remain clearly marked.
01Toleration has conditions
National rules and Hilversum’s own policy apply together.
Hilversum’s 2022 policy and national guidance describe conditional toleration, with an 18-year minimum, alcohol-free premises and nuisance restrictions. This is not unrestricted legalisation.
02Age and residency are separate
The published policy does not guarantee admission.
Hilversum’s policy postpones enforcement of the residency criterion until there is reason to enforce it. National guidance confirms that enforcement varies by municipality. Later local decisions and individual visitor admission have not been independently confirmed.
03Public-use restrictions include the station
The designated areas extend beyond a single street.
Article 2.4.8a of the APV prohibits drug use and preparations for use in areas designated by the mayor. The May 2023 designation includes the central nightlife area, Hilversum station and its platforms, school grounds and other named public spaces.

04Follow local public-order instructions
Separate 2025 decisions provide for short exclusion orders in designated areas.
The APV permits a temporary public-place exclusion of up to 24 hours in designated areas following offences or public-order disruption. The May 2025 designation includes the central hospitality area and station surroundings; use its official annex for exact boundaries.
A December 2025 decision delegates powers to police, with conditions including first trying a lighter measure. These decisions concern exclusion orders; they do not establish renewal of the separate, time-limited 2023 public-use extension.
05Check the duration of local orders
A publication can contain a time-limited measure.
The September 2023 extension around two reception locations explicitly lasts 12 months after publication, although the registry still labels the document current. SmokeUp does not present that extension as active in October 2026 without evidence of renewal.
06Plan your bike parking
Use the council’s parking guide for the centre and station.
Choose designated racks or a suitable covered facility using the municipal guide. Its Zeedijk facility information includes lockers and loans of mobility aids; check current access arrangements before setting out.
07Know how to get urgent help
Call 112 for immediate danger or serious injury.
For an emergency, call 112 and say what happened, where help is needed and which service is required. National guidance lists 0900 8844 for non-urgent police assistance.
Still to check.
- Targeted research on 4 October 2026 did not confirm a later change to residency enforcement. Individual admission remains unverified.
- The September 2023 public-use extension states a 12-month duration. No renewal or replacement was confirmed; the 2025 short-exclusion decisions address a different measure.
- Restriction and public-order boundaries have not been digitised or checked on the ground. Consult the official decisions and posted instructions.
- Live transport disruptions, individual venue status and city-specific non-emergency medical services have not been checked.
