Municipal public-space rules, published visitor conditions, parking and access information for Leeuwarden. Some current-policy and temporary-measure checks remain open.
01Toleration is conditional
Local policy sits alongside national conditions.
The municipal policy applies the national toleration framework and nuisance restrictions. Toleration under specified conditions does not mean unrestricted legalisation.
02Age, ID and residency are separate
The minimum age is 18; published enforcement policy is not an admission guarantee.
National guidance requires valid identification and distinguishes the residency criterion from age. Leeuwarden’s published municipal policy records that the residency criterion is not enforced locally. This describes the published policy, not a promise of entry or confirmation of an individual business’s status.
03Public use is restricted
The APV covers roads, other public places and publicly accessible buildings.
Article 2:74a prohibits use, administration and preparations for use of substances covered by articles 2 or 3 of the Opium Act in the specified public settings. The municipality’s 2024 enforcement report also describes enforcement of this public-use prohibition.
The report is evidence of enforcement in 2024, not a current map of temporary safety zones. SmokeUp’s orientation map does not mark permitted-use areas.
04Choose parking before you arrive
Use the municipal visitor-parking guide for P+R and city-centre options.
The council lists P+R at Kalverdijkje and Wijnhornsterstraat as well as central car parks. Check its current charges and access information, then confirm your onward and return journey separately.
05Check accessible parking details
Arrangements differ between public spaces and car parks.
Use the council’s accessible-parking guidance for the exact conditions attached to a disabled parking card. Do not assume the same charges or permissions apply in municipal spaces, private sites and garages.
06Know how to get urgent help
Call 112 for immediate danger or serious injury.
For an emergency, call 112 and say what happened, where help is needed and which service is required. National guidance lists 0900 8844 for non-urgent police assistance.

- A targeted search on 4 October 2026 did not confirm a later decision changing the published residency-enforcement position. Current individual admission is not verified.
- Current temporary safety zones, event restrictions and any later area renewals have not been fully checked. The 2024 report does not establish which temporary zones apply today.
- Live transport disruptions, journey times and local non-emergency medical services remain unchecked.
- Individual business permits, opening status and accessibility have not been verified; this is visitor guidance, not a complete venue directory.
