01Toleration has conditions
Dutch policy is not unrestricted legalisation.
The national government describes cannabis sales in coffeeshops as subject to a conditional toleration policy. Rules include no nuisance, no sales to minors and no drug advertising.
02Cities set additional rules
A national guide cannot confirm each city’s policy.
Municipalities decide whether to allow coffeeshops, how many may operate and what additional conditions apply. Check an up-to-date municipal source before relying on a city guide.
03Visitor eligibility varies
A passport alone does not establish access across the country.
National policy includes a Netherlands residency criterion; the government says enforcement differs between municipalities. SmokeUp does not treat the Amsterdam edition as proof of eligibility elsewhere.
