01Toleration has limits
National rules and municipal conditions apply together.
The national guidance and Rotterdam’s current published policy describe conditional toleration, including an 18-year minimum and nuisance restrictions. They do not establish unrestricted legalisation.
02Residency is a separate question
The policy states the rule and Rotterdam’s enforcement priority.
The national residency criterion appears in Rotterdam’s current published policy. That policy says Rotterdam’s local authorities do not currently prioritise its enforcement, but may begin enforcement if sales to non-residents cause nuisance.
This is a published enforcement position, not a guarantee of admission or a permanent exemption.
03Do not use in public
The APV covers streets and other publicly accessible places.
Article 2:74a prohibits using or administering substances covered by articles 2 or 3 of the Opium Act on or beside a road, in another public place or in a publicly accessible building. It also covers preparations for use and having related objects or substances.
Conditional tolerance inside a permitted venue does not extend to the surrounding street or other public space.
04Respect the neighbourhood
Avoid noise, litter and obstructing the street.
Rotterdam’s policy identifies parking nuisance, noise, litter and customers gathering around premises as forms of nuisance. Keep entrances and pavements clear and follow local instructions.
05Get your bearings at Centraal
The station has an official visitor-information point.

Call 112 for immediate danger or serious injury.
In an emergency, call 112. For non-urgent police help, national guidance lists 0900 8844.
