01Conditional toleration
The national framework applies alongside Utrecht’s own conditions.
Utrecht’s council describes cannabis sales as subject to conditional toleration rather than unrestricted legalisation. National rules and the local policy both prohibit nuisance and admission of under-18s.
02Local conditions matter
A municipal policy is not proof that an individual venue is compliant.
Utrecht’s current policy regulates locations and operating conditions. The council says it imposes conditions on how a coffeeshop functions. SmokeUp has not audited individual permits or current operating status.
03Age and residency are separate
An age check does not settle visitor eligibility.
Utrecht’s policy requires visitors to show identification and sets an 18-year minimum. National guidance separately includes a Netherlands residency criterion, with enforcement varying locally. This guide does not promise admission to visitors.
